There’s actually a word for the ‘compassionate system’ you are wanting to build: ‘Tyranny.’ These ‘systems of compassion’ have historically been the cause of great suffering for millions of individuals.

Now, this is going be frustrating to hear but I’m a true friend who tells the truth even at the risk of upsetting you. Relying on individuals for compassion is your only option. There are no computer arrays filling hearts with love. Robots don’t care about you. If you want compassion, you’ll need to cross your fingers and hope for a person to give you some.

A system to FORCE compassion is a horrible idea. That is the marketing campaign for every oppressive dictator who has ever risen to power. “Put me in charge! I’ll make those bad guys do the right thing!” Then the bullets fly, heads roll, and the streets fill with blood as their ‘compassionate system’ tramples every individual’s ethics. Your ‘system’ becomes the state religion and it is never tolerant of non-believers.

You’re trying to build a false god. You want a mindless source of caring that serves your own selfish interests; a deity with no will to oppose you. You want a genie in a lamp that you control. It makes no demands. It does not require your worship, gratitude, or sacrifice.

A ‘system of compassion’ is precisely what a person asks for when that person has no compassion of their own. You can acquire compassion by asking God to soften your heart. If you’re unwilling to do that, you are just like every other tyrant in history.

(Psalm 135:13) Your name, O Lord, endures forever, your renown, O Lord, through all generations. For the Lord will vindicate his people and have compassion on his servants.
